Former President Lyndon B. Johnson urged black educators today to implement special programs to
aid black veterans returning to college.
He spoke to 700 participants at the first national congress of black professionals in higher
education at the University of Texas at Austin.
He said that the "surest way to black power -- the kind that gets things done -- is through
the polling place and the college."
"College doors must be opened to all citizens, all races, all economic conditions,"
he said.
