NAACP representatives conducted a tour of military bases in West Germany in the early 1970's
and consequently issued this report. They found that to a large extent discrimination both on
and off base was taking place despite President Kennedy's Executive Order that was supposed to
eliminate such discrimination. It was becoming clear that institutionalized racism affected
African-American veterans domestically, internationally, and within and outside of the military
community.
